In March 2005 the Department of Health issued a document entitled Creating a Patient-led NHS setting out how the NHS Improvement Plan would be delivered. The document describes the major changes underway and how some of the biggest changes will be carried forward for a patient-led health service. The document 'Commissioning a Patient-led NHS' followed in July 2005. It focused on how the Department of Health planned to develop commissioning throughout the whole NHS system, with some changes in function for primary care trusts and strategic health authorities. All the very latest Commissioning a Patient-led NHS guidance and information from the Department of Health can be viewed at: Reconfiguration of Primary Care Trusts and Ambulance Trusts On 17 May 2006 the Secretary of State announced her decision on the reconfiguration of Primary Care Trusts and Ambulance Trusts. The following documents outline the proposed changes. New Primary Care Trust Director Portfolios on 21 July 2006 the Department of Health published new portfolios for Director posts in the new Primary Care Trusts. These portfolios are designed to be advisory, not prescriptive, and will need to be considered by each PCT once a Chief Executive has been appointed. The portfolios published are detailed below:

The policy has now been agreed through both local and full-time Trade Union representatives and professional organisations, working in partnership with managers from all the representative organisations from the above current Health Authority communities. The Policy is aimed at those staff who will be directly affected through the ‘Commissioning a Patient Led NHS’ – National change management process. Staff groups in Somerset Coast PCT who will be most affected by these changes are those based at PCT Headquarters. To support those affected staff, a series of local briefings are being provided over the next few months, to ensure that staff have the opportunity of raising issues that may directly affect them in this change management process.
